Jay Feeney

John Jay Feeney, 88, died peacefully, surrounded by his loved ones at the Teresian House in Albany, NY, on February 28, 2015 after a long illness. He was a lifelong public servant, devout Roman Catholic, and steadfast fan of the New York Giants. Born in Haverstraw, NY, Jay attended Haverstraw High School and upon graduation enlisted in the United States Navy. He served as Signalman Second Class on the U.S.S. Mayo with the Pacific fleet until the end of World War II. Following his military service, Jay attended Fordham University, graduating in 1950. He played football at Fordham under Coach Vince Lombardi for three years, forgoing his final year due to injury. Jay was a Certified Public Accountant in both New York and the District of Columbia, beginning his career with the General Accounting Office in Washington D.C. In 1960, he joined the New York State Office of the State Comptroller, beginning a career in State service that spanned over 35 years. He served three different Comptrollers as First Deputy Comptroller, Deputy Comptroller for Administration, Deputy Comptroller for Municipal Affairs, and Deputy Comptroller for Pre Audit and Accounting. He also served as Special Assistant to Governor Mario M. Cuomo, directing the Governor’s Office of Management and Productivity. Jay received several awards including the Alfred E. Smith Distinguished Public Service Award and the Distinguished Public Service Award from the Nelson A. Rockefeller College Public Affairs and Policy. Following his retirement from Government Service, he was appointed by Bishop Howard Hubbard as the first lay Chancellor of the Roman Catholic Diocese of Albany. Jay also served as an Adjunct Professor at Russell Sage College, the President and a Board member at the University Club of Albany, and a Board member at the Teresian House. Jay was predeceased by his parents, Mr. and Mrs. Robert (Elizabeth) Feeney; his wife of 63 years, Eileen; his brother, Robert; his nephew, Kevin; and his granddaughter, Elizabeth Ferrara. He is survived by his daughters, Christine (Peter) Ferrara, of Fairfield, CT, Jayne Feeney of Belmont, MA, and Susan (Steven) Marks of Syracuse, NY; sons, John (Shiuan) Feeney, of New York, NY, and Andrew (Maureen) Feeney, of Albany, NY; grandchildren, Kristin, Susan and Margaret Ferrara, Kate (Harper) Homes, Zoe, Yianni and Vasilis Kostantinidis, Michael, Andrew, Stephen and Matthew Marks, Elizabeth Feeney, and Brigit, Tara and Robert Feeney; and great-grand daughter, Lucy Homes; nieces Susanna Alfred and Pamela Fullerton; and his devoted friend, Judy Flannery. Visitation will be on Tuesday, March 3, between 4 p.m. and 7 p.m. at the McVeigh Funeral Home, 208 North Allen Street, Albany, NY. Funeral services will be held at 9:30 a.m. on Wednesday, March 4, at the Historic Church of Saint Mary on Capitol Hill, Albany, NY.
